Emergency Operations Center (EOC)  TOUR



The Office of Emergency Management building on 59 Low Street in Newburyport
houses the Emergency Operations Center (EOC). This building facility is where city officials (Police, Fire, Mayors Office and DPW) as well as State and Government Officials (State Police, MEMA, National Guard, FEMA and USCG) can jointly manage the response and recovery from small to large-scale emergencies and disasters be it natural or man made. The EOC provides a place to run Incident Command or assist field Incident Command and has substantial resources that facilitate the City’s ability to protect life and property.

The EOC is a secure building and large lot, completely surrounded by barbed perimeter security fencing. The building is alarmed and video recorded both internal and external.

The following Room/Divisions are present in Newburyport's EOC:

Operations Floor
Here is where the Volunteer phone force is busy staffing desks and helping to coordinate resources for a given situation.
Individual desks are set up for Police, Fire, DPW, Special Needs Coordinator, Transportation coordinator and Harbor Master Liaison.


Media Briefing/ Training Room
In the event of a large scale situation where public eye is on Newburyport, the Office of Emergency Management at the discretion of the director has a large conference room equipped for public media staff for the purpose of providing detailed information as it relates to an event. This room contains chairs, white boards, speaker podium and WAN outlets for media uploads


Communications/ Technology
At the heart of the EOC is a communications/technology room equipped with multiple channels of emergency communications. This room contains 2-way radios to talk to MEMA Bunker in Framingham, local Police and Fire departments, DPW, Hospital, USCG, State Police and Regional EOCs in the EPZ.
This room also contains FAX, TTY for the hearing impaired, Pocket Paging systems and Ham Radio equipment for long range civilian communication.

 

 


In the event of total commercial street power loss, the entire EOC and the Communication/Technology room will be run by a commercial grade, diesel generator which is located next to our building. The generator starts up and powers the building within 20 seconds of a power disruption.

Incident Command Conference Room
Equipped with telephones, cable TV,VCR, DVD, computers, a large conference table/chairs and a white board.


Dosimetry Room & Emergency Supplies
The dosimetry and Emergency Supply room is a secure room within the EOC
that contains vital Radiation detection kits needed for Radiation readings in the
event of a Seabrook incident. This room also stores equipment typical to a shelter
 or staging area in the time of a disaster.

Men's/Women's Room
The Men's and Women's rooms are equipped with showers in the event of an isolated prolonged stay in the EOC.
